I want to thank the citizens and voters of Area D: Cowichan Bay for returning me to the CVRD Board as your representative for another three-year term. I appreciate your vote of confidence.

It is an honour to serve you and I promise to continue to work hard on your behalf.

I am passionate about our community and our home.

It has been so heartening to hear, as I have knocked on doors these past few weeks, how much you too care about this special place where we live.

‘Mosquito’ Discussed as a Means of Addressing Youth Vandalism

Ladysmith council is considering employing a device that emits a high pitch whine to deter loitering by teens at Transfer Beach Park. The park is experiencing vandalism suspected to be perpetrated by youth frequenting the area at night. The ‘Mosquito’ is used in other locations as a deterrent to youth, causing them discomfort with the irritating noise it emits – a noise that supposedly can only be heard by people between the ages of 13-25. Not all of the council agrees that this is the best way to address the problem, and acknowledge that most youth are socially appropriate and the problems are caused by only a few. Discussions around possible solutions continue.

Cowichan Bay gets cleaner by the litre with recent sinking of a longer outfall carrying sewage — treated to some of Cowichan’s highest standards — from the bay.

Zero Waste Goal

In 2002, the Cowichan Valley Regional District (CVRD) committed to “Zero Waste” as its long-term reduction and diversion goal. While recognizing that Zero Waste is not an immediately achievable objective, the CVRD intends to make steady, incremental gains towards this target by continually integrating Zero Waste principles into regional solid waste planning.

Zero Waste focuses on reducing the region's environmental footprint by minimizing the amount of resources being disposed of through reduction, reuse, and recycling. It’s a great direction and the closer we get, the better for the environment. The CVRD has already achieved a 75% recycling rate and cut our garbage disposal per person by almost half (since 1990). As more diversion options become available, let’s strive for a 100% recycling rate!

Give us the authority we need to protect our coastline

The presence of the Hood Canal Bridge and the Dominion in Cowichan Bay this year was evidence of the lack of regulation governing acitivy along the Cowichan coastline.

There is currently a lack of regulation governing the Cowichan coastline and a lack of accountability.

BC's Minister of Environment

In July 2009, Robert Hokanson applied to the Integrated Lands Management Bureau (ILMB) to convert a water and land lease in the Cowichan Estuary from a log dump to a boat repair, maintenance and sales business. Many local residents and groups were concerned about the application, and preferred to have ILMB allow the site to revert to its natural estuarial function. (See Fight on over Bay lease)

On July 20, 2010, BC's Minister of Environment, Barry Penner, rejected the application. This is an excerpt from the Minister's letter to ILMB.

2010 FCM Report

Directors Lori Iannidinardo, Ken Cossey, and Gerry Giles prepared this report for constituents on their attendance at the Federation of Canadian Municipalities (FCM) conference in Toronto, May 28-31, 2010.

"Toronto was a fabulous experience that saw many topics of national, regional and local interest discussed. The business of the AGM was conducted on Sunday, May 30th and many excellent study tours were offered at varying times throughout the convention. We also took in two companion tours: one that went to Market Square and one that was a historical tour of Toronto by land and by sea."
